Not sure if you would need a Power Automate flow for this? You can also use the news digest email feature of SharePoint Online. Or do you have other requirements why you don't want to use that feature?
Below is an example
1. Create a Page with a news web part and make sure you only filter on your tag. In my case it is a custom Products page property which only looks for News Posts with the Microsoft Teams Product option.
2. After you have published the page you should see a See All option when you have published sufficient News Posts
3. On the See All page you should see the Email a news digest option in the top. On that page you can select the news posts you want to email to an audience.

In the Site Pages library add a custom page property (e.g. News Post Category) as mentioned by @Expiscornovus , then assign each new post a category:
Then in the Page Details, you can select the category for the news post:
To add a new column to the Site Pages library:
