You have to make sure you grant privileges to the Business Process Flow table that is created for it. You'll need to configure your security roles with the privileges, by default only system admin or system customizer roles will see all BPFs by default. Your BPF table will be shown under Business Process Flows tab in the Security Role privileges screen as shown below.

I would suggest you to check permission of Data verse table and rights given to that particular User and try to check which user is missing which rights
Go to your App - and check if you add this Bussiness Process flow to it.
Click to your BPF and ADD
